In the local news you’ll find further below, Westminster Wire obtained the risk assessment behind Carroll County Public Schools' decision to end Outdoor School's overnight program through a public records request. It recommended fixes, not an end to overnights. The board voted 5-0 in June to end the program after months of closed sessions. CCPS has said there were additional inputs, beyond the risk assessment, that factored into the decision.
The City of Westminster introduced a resolution to annex land along Greenwood Avenue for the county's new sheriff's headquarters, and there's a new app, MyWestminsterMD, for reporting potholes and other city issues from your phone.

🏕️ Risk Assessment Recommended Fixes, Not an End to Outdoor School's Overnights; Westminster Wire Acquired the Report through MPIA Request
A risk assessment obtained by Westminster Wire through a Maryland Public Information Act request recommended infrastructure and procedural fixes, not an end to Outdoor School's overnight program. The 45-page report, dated March 8, found the program's overall adult-to-child ratio in line with best practices when counting volunteers and counselors, and described overnight coverage as one high school counselor per cabin of 6-10 students, two teachers in a separate cabin, and a nurse on standby, which contradicts numbers shared by CCPS in a June statement. It also noted safeguards such as locked cabin doors with alarms and recommended fixes, including boardwalk repairs, raised railings, and moving fire alarms to central-station monitoring. The school board voted 5-0 on June 10 to end overnights, after months of closed sessions that included legal advice. CCPS has said the risk assessment was one of several inputs behind that decision.
🏛️ Westminster Takes First Step Toward Annexing Land for Sheriff's HQ
Westminster's Mayor and Common Council introduced a resolution on July 27 to annex about 4.3 acres along Greenwood Avenue. Ten whole parcels plus portions of four others — assembled by the county between January 2006 and October 2024 — would be annexed, bringing the land into the city to secure water and sewer service. A public hearing is required before the annexation can move forward.
📱 City of Westminster Launches New Phone App for Reporting Potholes, Requesting Pickups, and More
The City of Westminster has launched MyWestminsterMD, a free app for reporting potholes, requesting bulk trash pickups, flagging streetlight outages and code violations, and even submitting anonymous police tips, all from a phone. It's available through Apple’s App Store and Google Play. Residents can still call or use the city website instead. In a July 27 meeting, city IT staff said downloads have been strong, but registrations have lagged behind them, and that registering, rather than just downloading the app, is what unlocks the ability to submit and track requests and receive notifications back from the city.
